To provide residents and businesses in the Groveland area with a reliable supply of water, that is of the highest quality, wastewater treatment, fire protection and park facilities.

Histroy

GCSD has served our community for more than 60 years.

GCSD is a California Special District, which means that we are a faction of small government, governed by a Board of Directors, and has defined boundaries in which we service.

GCSD takes pride in delivering the highest quality of water to our customers, and ensures its safety through rigorous testing.

Billing

Customer billing is conducted monthly and is comprised of three components:

• fixed monthly service charge
• usage (consumption) charge
• service bonds

The consumption charge is based on the amount of water consumed throughout a monthly period.

Water and Wastewater debt service charges (bonds) also make up a portion of your bill. You’ll find in-depth information regarding our monthly service and consumption charges as well as water/wastewater debt service charges on our Fiscal Year 2025/2026 Water and Sewer Rates sheet.

 Customers are responsible for all metered consumption, fixed service charges and service bond charges each month until the property has been vacated or changes ownership.

Statements are generated the first business day of each month, and payments are due by 4:30 p.m. on the last business day of the same month.
