The Groveland Community Services District (CSD or GCSD) is a special district form of local government, formed in accordance with California Government Code §61000. Special districts have four distinguishing characteristics:
- A form of local government,
- Governed by a board,
- Providing services and facilities,
- Within defined boundaries.
