Luis “Louie” Melchor

Operations Manager – Water, Wastewater, Parks & Fire

Louie has been a valued member of the Groveland Community Services District team since January 2007. As Operations Manager, Louie oversees the day-to-day operations of the District’s water, wastewater, distribution, collection, parks, and fire services.

Louie’s responsibilities include supervising operations staff, ensuring regulatory and operational compliance, coordinating maintenance and repairs, managing treatment and distribution and collection system activities, planning capital and infrastructure improvements, responding to operational issues, and coordinating projects, contractors, and regulatory agencies. His extensive experience and knowledge of District operations play an important role in keeping GCSD’s essential services operating safely and reliably.

What Louie enjoys most about his work is being part of a team that serves the community. He especially values the opportunity to support the community he grew up in and contribute to keeping its water and wastewater systems operating safely and reliably.

One of Louie’s proudest accomplishments is the growth he has experienced throughout his career at GCSD. He began his career with the District as a meter reader and worked his way through the organization to his current role as Operations Manager. He is proud of the experience he has gained, the opportunities he has been given, and the ability to continue serving the community he grew up in.

Before joining GCSD, Louie served with the U.S. Forest Service as a Wildland Firefighter, working in several operational roles including Hotshot Crew Member, Engine Operator/Engineer, and Helitack Crew Member. His experience with the Forest Service provided him with extensive experience in emergency response, equipment operation, teamwork, and working effectively in high-risk and demanding environments.

Louie enjoys being able to serve the Groveland community and give back to the place he has called home. He has also volunteered with the local Rotary Club, assisting with community events and activities.
