Capital Improvement Plan (CIP) Future Project's
Planning Ahead for Reliable Water and Sewer Service
GCSD’s Capital Improvement Plan (CIP) identifies major repairs, replacements and upgrades needed to keep our water and sewer systems reliable. These investments include pipelines, pumps, storage tanks, treatment facilities and equipment that protect public health and help prevent service interruptions.
Connecting Long-Term Needs with Available Funding
Our recently updated water and sewer master plans look ahead 30 years. The rate study evaluated 10 years of capital needs, while the adopted rate adjustments cover five years, beginning July 2025. The accompanying CIP schedules show estimated project costs for fiscal years 2025–26 through 2029–30.
The rate adjustments address significantly higher costs for materials, supplies, equipment, insurance, fuel and construction while increasing funding for system improvements.
Because the full cost of these improvements is substantial, the adopted rates support only a portion of the capital costs shown in the five-year CIP:
Service Capital investment supported by the adopted rate plan
Water 20% — approximately $7.7 million
Sewer Approximately 24% — about $3.7 million
That is about one-fifth of the water improvement costs and one-quarter of the sewer improvement costs. Rates also support daily operations and maintenance.
Moving Improvements Forward
Completing additional projects will depend on grants, other funding and future decisions about priorities and timing. Grants can reduce costs to customers, while loans spread costs over time and must be repaid. Projects may be completed in phases or rescheduled as needs, costs and available funding change.
Our goal is to address problems before they become emergencies and protect reliable water and sewer service for current and future customers.
