The Winter Averaging program calcuates a customers winter water use and charges that average towards sewer consumption. For a customer to be considered for this program, they must submit an application annually in May, as well as provide proof of landscaping through pictures or through an approved on-site inspection by GCSD Staff. 

If a customers three month (Jan - March) average water consumption is  4200, they will be charged this consumption for the rest of the year, even in months with no water consumption.
