GCSD allows for utility accounts to be put into the names of tenants renting property for the purposes of receiving bills. The District does not collect security deposits and the owner of the property must sign the Owner Consent and Responsibility Form acknowledging that they are ultimately responsible for all charges incurred by their tenants should the District be unable to collect from the tenant 30 days after they have vacated the property.
