The Groveland Community Services District (CSD or GCSD) is a special district form of local government, formed in accordance with California Government Code §61000. Special districts have four distinguishing characteristics:

  • A form of local government,
  • Governed by a board,
  • Providing services and facilities,
  • Within defined boundaries.
